For example, if you are getting 100K ad spend from the client, and are charging 10% management fee, but only spending 10K, your boss will fire you for you are leaving money on the table ($9,000 of unrealized potential is a shame!). So you want to be as close with the budget as possible, while maintaining your performance goals.
