Rules can make changes to your Max CPC or Default Max CPC, they can pause items like keywords or ad groups, but they can also alert you. As a matter of fact, when you build a rule, you can have it make a change and then email you an alert, or you can have it make no change at all, and simply alert you. For example, if you would like to be alerted to any keyword generating 1,000 impressions but no clicks, you can do that. If you would rather be alerted if your overall CPA climbs above $50, you can do that as well.
